Prevent omicron, foreigners from 11 countries are prohibited from entering Indonesia, except for the G20 delegates

The Covid-19 Handling Task Force issues Circular Letter (SE) Number 23 of 2021 concerning International Travel Health Protocols during the 2019 Coronavirus Disease (COVID-19) Pandemic. This SE is effective as of November 29, 2021 until a later date is determined.

This SE confirms to temporarily close the entry of Foreign Citizens (WNA) from 11 countries. The details are, the three countries that have confirmed the community transmission of the new SARS-CoV-2 B.1.1.529 variant or the Omicron variant, namely South Africa, Botswana, and Hong Kong. Then, the eight countries/regions that are geographically close to the community transmission country for Omicron variant cases are significantly, namely Angola, Zambia, Zimbabwe, Malawi, Mozambique, Namibia, Eswatini, and Lesotho.

However, the same rules also explain exceptions to the temporary ban on foreigners entering Indonesian territory and quarantine obligations. One of the excluded criteria for foreigners is for delegates from G20 countries.

In addition to the G20 delegates, exceptions are also granted to foreigners holding diplomatic and service visas, foreign officials at the ministerial level and above and their entourage making official/state visits and foreigners entering Indonesia through the TCA scheme or travel corridor arrangement. Although a number of categories of foreigners are excluded, they still have to comply with the bubble system and strict health protocols that are enforced with the following criteria:

• The use of masks must be done properly covering the nose and mouth. 
• The types of masks used by travelers are three-layer cloth masks or medical masks. 
• It is not allowed to speak one way or two ways by telephone or in person throughout the trip using public transportation modes of land, rail, sea, river, lake, ferry, and air.
• It is not allowed to eat and drink during the flight journey for a journey that is less than two hours, except for individuals who are obliged to take medicine for treatment which if not done can endanger the safety and health of the person.

All foreigners who travel internationally are also required to use the PeduliLindung application as a condition for international travel to enter Indonesian territory.
