Foreigners Can Stay 10 Years with Second Home Visa
The second home visa was officially launched on Tuesday (10/25/2022) for foreign nationals (WNA) by the Directorate General of Immigration of the Ministry of Law and Human Rights. However, to obtain a second home visa, one of the requirements that foreigners must possess is proof of funds in the form of an account owned by a foreigner or guarantor with a value of at least 2 billion or equivalent. The policy regarding the second home visa is stated in the Circular (SE) Number IMI-0740.GR.01.01, 2022, concerning granting visas and limited second house residence permits issued on October 25, 2022. “Towards the implementation of the G20 Summit, today we officially launched a second home visa. The goal is to attract foreign tourists to Bali and various other destinations,” explained the Acting Director General of Immigration, Widodo Ekatjahjana, at the launch of the second home visa in Canggu, North Kuta District, Badung Regency, Bali. The subject of the second home visa is certain foreigners or former Indonesian citizens who want to stay and contribute positively to the Indonesian economy. “With this visa, foreigners can stay for five or ten years and carry out various activities such as investment, work, and other activities,” he added. Widodo said applications for a second home visa could be made through a website-based application (visa-online.immigration.go.id). Several required documents are: – National passport that is valid and still valid for at least 36 months; – Proof of Fund in the form of an account owned by a foreigner or guarantor with a value of at least Rp. 2 billion or equivalent; – Recent color photograph with size 4 cm x 6 cm with white background; and – Curriculum Vitae (Curriculum Vitae). The Non-Tax State Revenue (PNBP) rate for second home visa applicants is IDR 3,000,000 by the provisions in the Minister of Finance Regulation (PMK) Number 2 of 2022. Payment of PNBP rates for second home visas can be made outside the territory of Indonesia through the available PNBP payment portals. Widodo stressed that this policy would be implemented 60 days after issuing the circular letter. For the second home visa, Widodo emphasized that it is only intended for those who do not work. If a foreigner wants a temporary residence permit to work, they can apply for a second home visa, but to a KITAS. However, Widodo claims it can be a door for foreigners. Both global businessmen, world billionaires, and even world tourists buy a second home visa for 5 and 10 year. “This is valid for the next 60 days, and we will socialize it since it took effect a few days ago. We have started to identify who the applicants are. I have ordered the Head of the UPT, if anyone is interested, immediately facilitate and help. If it has been 60 days, we can give a second home visa. ,” he said. Widodo ensured that the Second Home Visa would not shift or delete the KITAP. This means foreigners already have a KITAP, and there is no need to take care of it again. “If they have fulfilled the KITAP permanent residents, they can be managed, and we encourage, as long as they meet the requirements and laws, this is also at the same time to facilitate global businesses and to develop,” he said. Widodo claims that foreigners have had a lot of enthusiasm regarding the Second Home Visa. Although the Second Home Visa is not to replace or delete a permanent residence permit (KITAP), it is intended for those who do not work. Meanwhile, the President Director of PT SIER, Didik Prasetiyono, said that the policy is believed to be able to help foreign tenants. So, it can get closer and solve immigration problems directly. Therefore, he admitted to welcoming the policy. According to him, these steps and options increase business investment from foreigners at present and in the future.
